We are currently looking for a Program Procurement Manager to join Thales in Overland Park, KS. The Program Procurement Manager (PPM) is responsible for all procured aspects of the program delivery within AMS US. Part of an integrated team, the role is to represent and promote the Procurement organization within AMS US, providing a single procurement interface to the relevant stakeholders.

The PPM is responsible to provide the best procurement solution (competitiveness, quality, on time delivery), while taking into account the customer’s needs and the overall Thales procurement strategy led by the Category Buyers.

In addition, the Procurement manager will be required to play a key role in order to promote and facilitate the introduction of innovative solutions from our suppliers. The Procurement manager will also lead the Socio-Economic Business Program within AMS US.

The main responsibility of the PPM within AMS US is to bring best solutions for external purchases needs: bringing competitiveness during bid phases and savings during projects execution; as well as ensuring that AMS US needs are properly addressed and deployed in time. The PPM will provide efficient and cost effective value added purchasing support to the AMS US team.

Key Responsibilities:
• Challenging the needs and requirement of the procured items and promoting a design-to-cost approach with the suppliers in order to increase the competitiveness of the solution, while taking into account:
• Make vs. Buy strategy for the project (lead such activity if not already established)
• Supplier market maturity, innovation trend and disruptive technologies
• Defining and executing a clear procurement strategy (via the acquisition procurement plan) with targets, budgets and KPIs, taking into account the specifics of the Domain AMS US, as well as the directives from the Business Line ;
• Coordinating the execution of the Procurement plan and the Purchase Vet process with the support of the relevant Category Buyers (local or global);
• Risk management pertaining to Goods & Services including assessment, mitigation and KPIs documenting convergence of risks to a satisfactory level
• Ensure relevant governance is complied with, including Delegation Of Authority, Acquisition Log, Purchasing Summary Sheets, Purchase Vet process and Gate reviews
• Ensure required purchasing documentation is produced and approved at the appropriate levels
• Work with the Project team, to develop the Procurement Strategy for the allocated Project and ensure the strategy is communicated within the Project and Function.
• Development of the Acquisition Plan to identify how the procurement strategy would be implemented across the Project, based on a reviewed and agreed company Subcontract Management Process that is appropriate for the Project.
• Focus and optimize supply chain costs early in the life cycle ensuring savings are achieved against budget
• Take Purchasing Work Package Management responsibility within the Integrated Project Team
• Analyze costs of products and systems to identify focus areas or opportunities for reduction
• Facilitate and manage, through co-operation with Thales Category Purchasing early involvement of the right suppliers to ensure that designs are optimized for cost, delivery and quality
• Develop clear requirements with the bid/project team to support transfer and cooperation with the Category team for delivery
• Monitoring and reporting procurement cost, savings target and risks assessment during and after the bid phase through the Procurement Executive Summary (PES) presented at Gate 2;
• Ensuring that the prime contract requirements are appropriately flowed down to the suppliers and are relevant to the procured items;
• Ensuring that legal and regulatory requirements (export control, localization requirements, environmental regulations, social considerations, etc.) are understood and properly applied;
• Develop and promote Thales procurement within AMS US;
• Monitor and follow procurement dashboard for reporting purposes;
• Compliance to the “Manage Acquisition” process and the Thales Group Procurement policies, as per Chorus 2
• Fostering synergies with the overall procurement activities within NAS environment (Italy, Germany) and in USA with others Thales business
• Keeping abreast of all Procurement and Sourcing activities at this location and being able to speak to them.
• Administer and lead the Socio-Economic Business Program within the AMS US organization working closely with the contracts organization to ensure
